Workforce Readiness Specialist
for the Future Entreprenuers and Leaders Programme (FuEL)
SNV is a not-for-profit international development organization founded in the Netherlands nearly 50 years ago. SNV has built a long-term, local presence in 38 of the poorest countries in Asia, Africa and Latin America. SNV works with local based development partners, other civil society organizations, government institutions and businesses to develop the capacities of local communities. Through its works, SNV links local communities to basic service providers to increase their income and to empower local communities to fight against poverty and take ownership of their own development.
Background:
The Future Entrepreneurs and Leaders (FuEL) activity is a 5 year, $17 million USAID-funded project in Tanzania. FuEL aims to leverage USAID’s many youth investments in employment, education, agriculture, governance, and health into one youth-centered program that builds the capacities of young people ages 15–29 to enhance their employability, their business savvy, their competencies as leaders and as participants in civic life, and their ability to use health information and services to make informed choices that contribute to a healthy future. The goal of FuEL is to empower rural Tanzanian youth to manage their economic livelihoods by strengthening workforce readiness, leadership, and life skills. Although the ages of youth as defined by the Government of Tanzania (GOT) and USAID policies differ somewhat, FuEL will target youth ages 15-29, from which 50% percent must be young females.
This will be accomplished through three intermediate results (IRs):
• IR 1 – Entrepreneurship and workforce-readiness skills of youth increased
• IR 2 – Leadership and positive community engagement by youth strengthened
• IR 3 – Life skills for healthy living enhanced
Position Overview:
SNV Tanzania seeks a full-time Workforce Readiness Specialist to help implement the FuEL program. The Workforce Readiness Specialist reports to the Entrepreneurship and Workforce Development (WFD) Specialist, who oversees the implementation of IR 1. Under the guidance of the Entrepreneurship and WFD Specialist, the Youth Leadership and Community Engagement Specialist, the Deputy Chief of Party, and ultimately the Chief of Party, the Workforce Readiness Specialist is responsible for providing guidance to Business Development Service (BDS) providers and training providers to support youth with appropriate business and life skills trainings, assist with business plan and other specific trainings for young entrepreneurs, facilitate linkages to BDS and finance providers as well as to other value chain actors, and provide linkages to coaches and mentors for young people in the program.
Responsibilities:
The Workforce Readiness Specialist’s specific responsibilities will be carried out in consultation and/or collaboration with other team members and stakeholders as needed. They may change as project needs are defined during the contract period. Responsibilities include but are not limited to, the following:
• Support labor market assessment and mapping in Zanzibar
• Engage with potential employers along staple and horticulture value chains as well as BDS and training service providers, government agencies, and existing youth-led enterprises and cooperatives in Zanzibar
• Identify businesses in Zanzibar that have unmet demand for skilled young employees, and create connections between youths and these market opportunities
• Assist in identifying and filling gaps in exsisting curricula from a workforce readiness perspective with a special focus on gaps between trainings and labor market demands. Tailor curricula to Zanzibari context as needed.
• Assist local BDS or training provider to train youth in basic market research and business skills, including how to develop and customize business plans.
• Assist in the identification of business coach mentors from the private sector and provide linkages between youths and mentors in Zanzibar.
• Help identify and capacitate USAID-facilitated Community Savings Groups (CSGs) for skill, workforce, and entrepreneurship development and help foster the creation of new CSGs to help young people build financial and entrepreneurial capabilities.
• Help small and medium youth enterprises form partnerships with banks and microfinance institutions (MFIs) that are ready and able to support youth businesses
• Assist local banks in the development youth friendly business loan products
• Assist in the planning and implementation of youth business start-up weekends, entrepreneurship bootcamps, and other events as needed.
Education Qualifications
• BA in related field (masters degree preferred)
Experience and Skills
• Minimum of 8 years of experience of working in relevant field (or 5 years plus a masters’ degree)
• Demonstrated knowledge and experience (minimum of 5 years) of Workforce Readiness issues, including:
o Training and Readiness Skills: This includes identifying market demands, assessing youth skill levels to identify gaps, and designing and tailoring curricula to close gaps.
o Business Management Skills: This may include advice on general business management, legal issues, supply-chain management, e-commerce take-up and the use of information technology.
o Basic Financial Management Skills: This may include advice on accounting practices, cash flow, and guidance on available banking and finance products, credit management, and investment analysis.
o Business Planning Advice: This may include a diagnostic assessment of business plans, followed by business planning advice that meets their needs incorporating things such as business continuity and marketing plans.
o Mentoring and Networking for Business: This may include one-on-one, group sessions and networking opportunities for unemployed youths, entrepreneurs, or other related enterprises.
o General Business Advice: This may include providing advice and tailored knowledge to businesses, including recommendations about government programs and regulatory compliance.
o Entrepreneurship: Knowledgeable about Non-financial Business Development Services (BDS), small business finance, entrepreneurship, marketing, scaling up small ventures, and other related topics.
• Knowledge and skills in planning, monitoring, training, organising and leading workshops
• Adequate IT skills and proficiency in Microsoft Office to be able to complete project monitoring and reporting requirements
• Excellent facilitation and communication skills in multi-stakeholder environment
• Experience of working with local partners, including government agencies, development partners and civil society organisations
• Aspiring for good service delivery with strong people centred skills, interpersonal skills, committed, proactive and dynamic.
• Professional level English and Swahili proficiency, Verbal and Written.
• Experience working with youth and young entrepreneurs is strongly preferred.
• Knowledge of and prior work experience in Zanzibar highly desired.
