1.0 Background 
The Institute of Resource Assessment (IRA), University of Dar es Salaam (UDSM) in collaboration with Michigan State University (MSU) based in USA is implementing a three year project on Climate Resilience of Rice and Maize in the Rufiji Basin, Tanzania. The project commenced its activities in November 2013 and is expected to end in October 2016. The project is being implemented in Kisanga and Malolo B villages in Kilosa District focusing on maize production; Mangula A and Kisawasawa village in Kilombero Districts, where major focus is on rice production. The project is also generating Rufiji Basin-wide information. The Project applies co-generation of knowledge approach in research and stakeholders' engagement. The implementation of the project involves stakeholders from Morogoro, fringe and Dar es Salaam Regions.

The project is about understanding the impacts of climate change and climate variability on agriculture in Tanzania, with specific focus on climate change impacts on rice and maize production in the Rufiji Basin. The project aims at contributing to the enhancement of rice and maize production in Rufiji Basin through recommending practical climate change adaptation strategies and interventions. These include- among other things- improved land and water management and appropriate agricultural practices.

The objectives of the project also contribute to the USAID Global Climate Change initiative, the Feed the Future Initiative (RR) and the USAID-Tanzania supported Southern Agricultural Growth Corridor (SAGCOT). Achievement of these objectives is based on providing appropriate data and information on expected impacts of climate change and variability on rice and maize production in the ROW Basin: provide baseline data and information on past and current agricultural systems, water management and practices in relation to rice and maize production; demonstrate how these systems and practices are impacted and likely to be impacted by climate change and climate variability;.analysis and presenting past and current institutional arrangements for land and water management in the study area; and finally recommending adaptation strategies and interventions that will appropriately respond to the risk of climate change and variability on rice and maize production in the Rufiji basin.

These objectives are achieved through five main project activities. First, to undertake field research; second, to undertake trot, and watermodehrtg,thtrci,-to-cany out a social-and ecological vulnerability assessment of maize andrice production in the area; fourth, to undertake capacity building among key stakeholders; and fifth, to recommend from findings, practical and relevant climate change and variability adaptation strategies and interventions for sustaining rice and maize production within the Rufiji Basin, and other areas with similar agro-ecological conditions.

Duties and Responsibilities: 
The Monitoring and Evaluation Expert is required to:-
1 Develop a proposal, including detailed methodology, monitoring and evaluation tools and budget for undertaking the assignment.
 2 Identify and consult key stakeholders In the project districts, villages and other areas where stakeholders were engaged during project implementation.
 3 Undertake field visits and analyse plans and project outputs.
 4 Prepare a detailed report on monitoring and evaluation of the project, which focuses on the outcome of the evaluation, including detailed information on:-
        a. Project achievement by analysing planned and implemented activities, and providing reasons as to why some planned activities might have ndt been implemented
        b. Detailed analysis on any adjustment made in relation to plans and milestones of the project
        c. Detailed analysis of challenges faced by the project towards achievements and provide                         recommendations
        d. Detailed analysis of Advantages and limitations in working under the Fixed Amount                             Reimbursement Agreement (1-AHA) mechanism.
         e. If applicable, provide recommendations for Exit Strategy and sustainability of key project                     milestones
 Required Skills and Qualifications/ Experience:
• A Post-graduate University degree in the related subject, i.e. natural resource management including water resources management, agriculture or climate change science including climate modeling. PhD in natural resources and climate change science is an added advantage.
• Good knowledge, skills and experience in monitoring and evaluation, with relevant evidence.
• Have exemplary knowledge of international development issues and donor funded projects. Knowledge of USAID Fixed Reimbursement Amount Agreement (FARA) funded projects is an added advantage
 • Good knowledge of economic developrnent policies nationally and internationally and policy analysis and linkages with environmental and climate change issues.
• Experience in working with government, local government and non-governmental partners
 • Experience in development projects on strategies to raise imareness of (Atrial() change and related issues.
• Experience of working in climate related issues in Tanzania, particularly in the River Basins such as the Rufiji basin.
• Ability to communicate and work effectively with internal and external stakeholders.
 • Results-oriented, highly motivated and capable of working independently and in a team, in a short period of lime.
 • Excellent communication skills including writing and editing skills in both Swahili and English languages.
