BACKGROUND OF TADB
Tanzania Agricultural Development Bank Limited (TADB) is a Government Institution

established under the Companies Act, 2002 and licensed under the provisions of the Banking and Financial Institutions Act No 5 of 2006 and the Banking and Financial Institutions (Development Finance) Regulations, 2012. The bank has the following key objectives:


- To catalyze credit delivery to the agricultural sector and thereby accelerate agricultural and economic growth;

- To lead, as an apex agricultural financing bank, in capacity building strategies and programmes to strengthen the agriculture financing value chain;
- To be an important player in the implementation of the Government’s development vision, policies and programmes, including but not limited to the Tanzania Development Vision 2015, Agricultural Sector Development Programme, Kilimo Kwanza Initiative, Second Generation Financial Sector Reforms as well as in the furtherance of the National Strategy for Growth and Reduction of Poverty for Mainland Tanzania (MKUKUTA), and Zanzibar Strategy for Growth and Reduction of Poverty (MKUZA);
- To build on existing agro-financing activities through provision of short, medium and long term facilities to the following: smallholder farmers’ groups, savings and credit cooperative societies (SACCOS), community banks, commercial banks and microfinance institutions (MFIs) that are active in lending to the agricultural sector;
- To coordinate and monitor agriculture and rural lending activities with a view to maximizing the impact of agricultural growth by working closely with the Ministries and institutions responsible for Agriculture, Regional Administration as well as the numerous players active in this sector;
- To assist the Government in implementing its policies on enhancing financial inclusion and economic empowerment in the rural areas.

EXISTING VACANCIES

The TADB is hereby inviting applications from suitably qualified candidates to fill the following vacancies:

1.0 DIRECTOR OF CREDIT AND BUSINESS MANAGEMENT – 1 Vacancy


NATURE AND SCOPE:

The successful candidate will report to the Managing Director. He/She will be responsible for Credit Business origination and management, particularly in relation to business development, credit appraisal, monitoring and evaluation. He/She will also be responsible for proposing and implementing credit policies, setting procedures and action programmes for credit origination, due diligence and analysis, documentation as well as monitoring of the bank's loan portfolio, to achieve maximum developmental impact and operational sustainability.

Key Responsibilities

- Play a key role in business strategy formulation, and to prepare periodic business plans/budgets and obtain approvals.
- Aggressively develop and market the bank’s business through contact with prospective clients, business organizations, governmental and non-governmental organizations, etc.
- Participate in the development of the bank’s funding and credit philosophy, policies and procedures.
- Observe the bank’s approved credit policy including appraisal and approval of facility applications; control of overdrafts and loans; scrutiny and recommendations on provisions for bad and doubtful debts.
- Ensure proper supervision and monitoring of projects under implementation and operating borrower companies, including financial intermediaries.
- Ensure timely submission of periodic reports on production, sales, finance and investment for operating borrower companies, including financial intermediaries.
- Ensure regular preparation of portfolio review reports and alert relevant departments on required actions.
- Ensure timely preparation and submission of annual/periodic performance reviews of the lending portfolio.
- Set and implement credit/business impact evaluation framework and benchmarks pursuant to the bank’s development mandate and objectives.
- Maintain good corporate and customer relationships ensuring best customer service.
- Review work performance of staff in the Directorate including their development, deployment, appraisal, training and welfare in line with the bank’s objectives.
- Carry out any other related duties as may be assigned to him/her by the Managing Director from time to time.

Qualifications, Knowledge and Experience:

- Master’s Degree/Postgraduate qualifications in Business Administration, Economics, Finance Agricultural Economics or related discipline.
- Minimum of 10 years’ relevant experience of which 5 must be in a senior position in a busy development/commercial bank or banking/finance institution.
- Must have experience in dealing with agriculture financing. Experience with re-financing and wholesale lending to the agricultural sector will provide an added advantage.
- Strong written and communication skills with ability to write reports in a concise and focused style.
- Possession of leadership and people management skills, and a team player with strong interpersonal and organizational skills.
- Possession of computer skills with good credit software knowledge.
- Knowledge of the banking industry and its related laws, regulations, policies and procedures.

2.0 HEAD OF INTERNAL AUDIT – 1 VACANCY


Nature and Scope:
The successful candidate will functionally report to the Board and administratively to the Managing Director. He/she will be responsible for providing independent and objective appraisal of the existence and effectiveness of financial, accounting, and operational systems within the bank and advise Management, Managing Director and the Board accordingly. To achieve this, he/she will be furnishing them with objective analyses, appraisals, recommendations and other pertinent comments regarding activities reviewed.

Key Responsibilities

- Conduct regular evaluation of Risk Management, Control, and Governance processes to ensure they are functioning as intended to enable the bank achieve its objectives and goals.
- Responsible for developing and implementing annual risk-based audit plans to evaluate the effectiveness and efficiency of the bank’s internal controls.
- Responsible for planning, budgeting and allocation of Internal Audit resources for proper execution of periodic and unscheduled audits as per approved annual audit plans.
- Responsible for the preparation and implementation of internal audit manual, policies, procedures and systems.
- Coordinate special audits and investigations and present audit reports to management and the Board.
- Responsible for effective use of appropriate audit software for evidence collection, data analysis, test of controls, prevent duplication of efforts, extravagance, fraud or lack of compliance.
- Coordinate follow ups on the implementation progress/status of recommendations of external auditors, BOT examiners and directives of the Board of Directors.
- Communicate with all audit stakeholders including Internal Audit Team, Management, Audit Committee, Board of Directors, Directorates, Department and Divisions in a clear, concise manner, regularly, ensuring a collaborative atmosphere.
- Plan and liaise with the External Auditors and Bank Examiners to ensure audit functions are carried out efficiently and effectively with minimum duplication of efforts.
- Develop an effective team of competent subordinates who understand, and are able to discharge the obligations of their positions/jobs.
- Develop, direct and control training for subordinates for proper performance of their duties and ensure qualified and trained personnel are available
- Participate in various committees or task forces geared to policy/procedure development and operational improvements.
- Under the guidance of the Board Audit Committee and Management ensure execution of the strategic vision and future direction of the Internal Audit Department.
- Manage, supervise and provide coaching to the Internal Audit staff to be effective and efficient, as well as motivated. Prepare thorough and thoughtful performance evaluations by due dates in accordance with the bank’s policies and practices. Interview and select candidates for employment, promote teamwork and cooperation; utilize coaching techniques to achieve high levels of performance in staff.
- Review audit procedures and working papers’ format to ensure the audit work paper are adequately documented and audit evidence is sufficient.
- Ensure clear, concise, actionable and practical observations and recommendations, with a well- documented process for communication and clearance.
- Remain current with the audit industry profession and trends.
- Review regular management and regulatory reports and provide recommendations to the Management.
- Carry out any other related duties as may be assigned to him/her by the Board or Managing Director from time to time.

Qualifications, Knowledge and Experience
:
- Master’s Degree/Postgraduate qualifications in Business Administration, Accounting, Finance or related discipline from a recognized University/Institution.
- Internationally recognized professional accountancy qualification such as ACCA, CIPFA or CPA (T).
- Minimum of eight (8) years post qualification practical audit experience, of which 4 must be in senior level in a recognized audit firm or reputable financial institution.
- Ability to interpret relevant laws and regulations, including Central Bank-related laws, regulations, guidelines and policies, and implement them within the TAD strategic plan.
- Ability to design new audit measures taking into account new products.
- Knowledge of best practices in Internal Audit.
- Excellent understanding of internal control systems.
- Knowledge of legislations applicable to taxation.
 -Strong written and communication skills with ability to write reports in a concise and focused style.
 -Possession of leadership and people management skills, and a team player with strong interpersonal and organizational skills.
 -Possession of computer skills with good audit software knowledge.

3.0 CUSTOMER SERVICE ADVISOR – 1 VACANCY


Nature and Scope:

The successful candidate will report to the Head of Human Resources and Administration. He/She will be responsible for providing efficient and effective front desk management and customer services.
Duties and Responsibilities:
- Manage the Front Desk of the bank.
- Receive and direct visitors to appropriate offices.
- Receive and register incoming mail and correspondences.
- Manage and coordinate telephone calls to and from the bank’s head office.
- Ensure that all bank customers get efficient and timely services.
- Advise customers on bank products and procedures, particularly those related to credit applications.
- Handle all customer inquiries related to the bank’s services.
- Maintain good working relationships with other divisions, directorates, units and individuals as well as with external stakeholders.
- Carry out any other duties as may be assigned to her/him by the supervisor from time to time.

Minimum Qualifications, Knowledge and Experience:

- Diploma or Advanced Diploma in Front Desk Management, Marketing, Public Relations, Business Administration, Banking or related discipline.
- At least two years’ relevant experience in a reputable institution.
- Possession of strong inter-personal and multi-tasking skills.
- Possession of good computer skills and familiarity with call centers.
- Must be a team player, very self-motivated and able to work under minimum supervision.
